For nearly twenty-five years, Melissa Proctor has been advising Fortune 500 companies, small and medium-sized companies and startups on the full range of issues involving export controls, embargoes and economic sanctions, customs laws and regulations, anti-corruption and anti-bribery compliance, and other government agency requirements that impact imports and exports.

She is the founder of Miller Proctor Law PLLC, the only woman-owned international trade law firm in the State of Arizona, and one of only a handful of woman-owned international trade law firms in the United States. The Firm provides advice, counsel and ongoing support to companies for the most complex of import, export and sanctions-related matters. The Firm’s attorneys have long been recognized for their abilities to make the complex international trade rules understandable. Their legal, consulting and in-house operational experiences also allows them to step into the shoes of companies when designing tailored strategies and effective solutions for trade compliance issues of clients of all sizes.

Before launching Miller Proctor Law PLLC, Melissa previously worked for two boutique international trade law firms, KPMG and Amazon, and led the international trade practice of an AmLaw 100 law firm in Phoenix, Arizona. She has spoken before various trade associations and industry groups on a variety of import, export and sanctions-related topics. She is a Senior Instructor for the Export Compliance Training Institute, presenting at multi-day compliance seminars around the United States and presenting online webinars on a variety of international trade topics. Melissa is Lead Counsel Verified, and was recognized as one of AZ Business Magazine’s Most Influential Women in 2017.

Melissa’s export practice focuses on compliance with all aspects of the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Foreign Assets Control Regulations, and the Foreign Trade Regulations. Melissa’s import practice focuses on: customs valuation; tariff classification; country of origin and marking; special trade program and free trade agreement compliance; duty deferral and cost-saving opportunities; and, border security initiatives. Melissa represents clients through all stages of import, export and sanctions enforcement actions, updates clients on new legislative and regulatory developments, and provides compliance training to companies, ensuring that personnel involved in international transactions can effectively navigate the complex web of international trade rules.
